The National Development and Reform Commission revealed on July 4 that 13 departments including the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology jointly issued the "Opinions on Accelerating the Use of Natural Gas" (hereinafter referred to as "Opinions"). Experts said that the introduction of this opinion will further clarify the key directions and policy support for expanding natural gas utilization, so that the natural gas industry is expected to become the energy industry with considerable development potential in China during the “13th Five-Year Plan”. This also means that natural gas will usher in a new golden development period in China, which will have a profound impact on the entire natural gas industry chain.
The "Opinions" clarify that in the next four years, the proportion of natural gas in the primary energy consumption structure will strive to reach about 10%, and the underground gas storage will form an effective working volume of nearly 15 billion cubic meters. Among them, the key cities in the Beijing-Tianjin-Hebei region and the surrounding air pollution transmission channel are the starting point, and strive to basically achieve natural gas and other heating in place of loose coal in the conditional areas within 5 years. It will also strengthen financial services for private investment in the natural gas sector, promote PPP and other means, and attract social capital to invest, build and operate natural gas infrastructure.
The overall goal of the reform is to gradually develop natural gas into one of the main energy sources of China's modern clean energy system. The "Opinions" put forward four key development tasks, namely, the implementation of urban gas projects, natural gas power generation projects, industrial fuel upgrading projects, and transportation. Key projects such as fuel upgrading projects will accelerate the development of natural gas vehicles and vessels and increase the proportion of natural gas in public transportation, freight logistics and ship fuel.
The "Opinions" also explicitly attach importance to the coordination of the middle and lower reaches of the natural gas industry chain, and build a coordinated industrial chain from gas field development, international trade, receiving station transfer, pipeline transmission and distribution, gas storage peaking, current futures trading to terminal utilization.
